Do you have to "finalize" a DVD-R or +R before you can play it back on another machine, such as a DVD-ROM? For example, can you record 30 minutes on a stand-alone and play it back on a computer?

DVD-R and DVD+R, I believe you do, but I could be wrong.
DVD+RW and DVD-RAM, no. -
Using standalone DVD recorder...
+R, -R and -RW needs finalization while +RW and -RAM does not.
