I want to verify I'm getting the correct output. I don't want just a histogram display. I want to see the actual luminance values (i.e 0-255). Is there anything out there that does this?

this owuld only work for a frame at a time, but you could output one frame to a bitmap image using TMPGenc, then load it into photshop, which will give you RGB values of each pixel, so obviously black should be 0,0,0 and white 255,255,255.

That would work. I wouldn't know if I had the brightest frame though. Kinda guesswork. I was hoping for something like BitViewer, that scans the entire input source, which would then simply report luminance range = 16-235 ( or whatever the case may be ).

that is what a waveform monitor video scope is for ...
its built into Vegas 4 , video toaster and other high end NLE as well of course you can buy a stand alone version ..
From the Vegas help Menu:
The waveform monitor in the Video Scopes window allows you to monitor the luminance (brightness or Y component) of your video signal. The monitor plots luminance on the vertical axis and the width of the current frame on the horizontal axis.
If you want to include chroma (color or C component) information in the waveform monitor, choose Composite from the drop-down list at the top of the monitor window. When you choose Luminance, chroma information is omitted.

From the View menu, choose Video Scopes to toggle the display of the Video Scopes window.
Choose Waveform from the drop-down list.
Position the cursor in the frame you want to analyze. If the Update Scopes While Playing button is selected, you can monitor the waveform during playback.
