The Bench House has taken a look at three new 16x DVD-ROM drives: the BENQ DVP1650P, the Pioneer DVD-119 and the SONY DDU-1612. Here's a sample of what they had to say:
Given all five tested DVD players, we get the impression that Pioneer DVD-119 is the most complete DVD player. This in certain sense comes as a surprise for us, since the previous DVD-117 model was rather poorly made device in almost all elements. DVD-119 yet again displayed what Pioneer is capable of, and reminded of the excellent results coming from this manufacturer, series DVD-115 and DVD-116. Sony model, as the real oldtimer, proved that it could still cope with all the new DVD players. It is also true that Sony did not excel in any of the tests, but it also failed in none. On the other hand, BENQ proved that it was the “second league” manufacturer. In a few tests, this player made huge errors, and it failed most while reading the damaged CD-R discs and grabbing audio CDs.

"Reading the single-sided double-layered DVD (DVD-9)
Reading the double-layered DVD is a far more demanding process, since the physical structure differs significantly from the single-layered disc. Players have most problems when switching from one layer to the other, as well as with reading the second layer. These two characteristics are the most important indicators of the quality of tested players.
All three tested DVD players achieved very similar speeds of reading the double-layered DVD. However, the achieved results are far lower that the ones Pioneer DVD-117 and TEAC DV-516E achieved in the last test."
I currently own two Pioneer DVD-117's for my 2 XP-2200 PC's. They have worked VERY WELL with DVD Decrypter and DVD2DVD-r.
Also the Pioneer DVD-117 supports RPC-I firmware.
