is it possible (and how do you do it) to do a bicubuc resize and add borders to a file, (such a cce can)
because im stuck with a avi file with a size of 640 x 272 being rezied to 720x576 (ie no borders (fullscreen)) and it looks crap
i don't want to use cce or tmpg because, encoding wise my pc (1200 amd) can encode in mainconcept in around 2 hours

Frameserve with Virtual Dub or Avisynth (my preference is Avisynth because I can batch multiple jobs).
In Virtual Dub you add a resize filter. In Avisynth you bicubicresize then add borders. Lots of forum posts already exist - do a forum search for details...
