    Is there any way to edit a movie (divx, mpg) doing frame by frame modifications (painting on them) and save it or recode with same quality?

    Ulead Media Studio Pro comes with a tool that will allow you to paint on individual frames (like MS Paintbrush on bitmaps). I think all the major players have products that do this, Adobe After Effects, Vegas Video, Pinnacle, etc.
