A little more information might be helpful. Such as: what this bmv.mpg is and how you got it? Is it mpeg-1, mpeg-2? Did you download it, get it from a vcd, svcd, dvd, ect.? Even if you have no idea what it is or what it's from it would be good to mention that. If you have no idea what the examples are that I gave you I suggest you skim the glossary and newbie guides on the left; they are very helpful.

I am going to make an assumption that you may have downloaded it or got it from something like svcd and it is an mpeg-2 video file. Because mpeg-1 can usually work in tmpg and vdub if there isn't something else wrong. In that case you would have to either install an mpeg-2 codec then you should be able to open it in tmpg or run it through a program called DVD2AVI. Here is a guide for dvd2avi: https://www.videohelp.com/mpeg2tovcd.htm. Here is an mpeg-2 codec you could install: https://www.videohelp.com/tools.htm#codecs

Can you play it in a software player such as powerDVD or WinDVD. Because if you can't you might have a corrupted file and I don't think there is anything else you could do. Although, this brings to mind a time when my friend downloaded a clip and it wouldn't work with anything on his XP machine, but we burned it and tried on my ME machine and it worked. I have no idea what it was that made it not work, but you might try getting it to work on another computer if you can.

Its on my harddrive and I am trying to convert to a smaller mpeg file to play on dvd player like I have been doing for a long time. I use to could load the file in tmpgenc and everything was fine. Its not the only file that does this. the xvid works fine in tmpgenc. I just cant get the mpeg codec loaded in the tmpgenc folder ..

When you say the xvid works fine, do you mean you have an xvid of the same movie? If you do just use that to encode to a smaller mpeg.
