If you look in the PREFERENCES for Nero. There is a section called EXPERT FEATURES.
I have mine set at 82 mins so it overburns 2 mins on a VCD.
So I can fit up 820MB on a VCD.
I think this feature is more for ISO burning.
But it does allow a little extra when burning data or audio disks.
I would not try and get more than 710mb on a 700mb disk.

If you burn it as VCD it should yes.
VCD = 80mins = 800mb (standard compliance)
With a 700mb you can fit 800mb of VCD on it.
This is due to the fact it uses a different file system to a normal data disc.

Yes, VCD's are burned in mode 2. This means that there is basically no error checking, so the space saved from that van be used for data. Mpeg has built in error checking, so it does not need the extra checking of a CD. I know someone taht was able to overburn 40 MB of usable data on a 700 MB CDR. I strongly cauition against doing anything like this, as it can ruin a CD drive if you overburn too much and your drive can't handle it.
