Vertical rolling image / black and white

I am a newbie at VCD'ing so please bear with me.

The VCD rolls vertically and is in black and white. It's like a really violent tracking problem on a VHS tape, ya know?

I burned in Nero, PAL, tried two different brands of CDRs, the video is fine on the computer, and the sound works fine on the CD. My DVD player is a Phillips DVD711.

Also, can someone tell me what's the deal on burning MPEG2 as DVD... can you get full movies on one CD if you do it that way instead of VCD?

Black/white rolling picture means that you are trying to play NTSC on a PAL TV or vice versa. You need to get the NTSC/PAL settings correct.

Well I was concerned about this, so I burned an NTSC disc and the title screen displayed fine, but then the movie still does the same vertical rolling w/ black and white.

On your player's remote control, or perhaps in the player's setup menus, is there a button/item labeled "TV SYSTEM" or "P/N" or "PAL/NTSC" or something similar? If so, push it (or change the setting in the setup menu).

Neither my TV or DVD player have options to switch b/w PAL and NTSC... any other options? Are there any other settings I need to fix in Nero before burning?

You say you burned an NTSC disc, but did you re-encode the entire movie? I think the Philips 711 (like my Philips 701) will only play NTSC files into an NTSC system. (At least here in USA). I bought some PAL-encoded commercial VCD's (They have 288 vertical resolution) and could not play them on the Philips. I bought another (inexpensive) DVD player that could handle them. (An APEX AD-1500 for $99 at Circuit City) They play just great on that machine. Now I can get NTSC or PAL encoded VCD's and not have to worry.

If you have NTSC hardware only (TV and DVD player) then your source must be PAL. Ripping a DVD? Recording NTSC video with the card set to PAL? First, you need to get a good copy on the PC, in color. Then, if yuor system is NTSC, select the NTSC template in Tmpeg. Mo matter if your source file is PAL or NTSC, the output of Tmpeg WILL be NTSC. Nero has no control over PAL/NTSC, so burn it like a normal VCD. If you still get black/white rolling picture, you got me...

skittelsen's initial response is probably correct -- Your settings are wrong. If you have the Philips 711, then you MUST set either NTSC or PAL. YUou do this by unplugging then holding power button while replugging, or some foolish step like that. (sorry, I'm not at home, so I don't have the manual to refer to). Read your owner's manual.
