I have converted a NTSC mpeg file (352 * 240 29 fps ) to PAL (352 * 288 25 fps) using TMPG as explained in the HowTo Section of this site. I also use the noise filter in TMPG

I then burn the resuling PAL mpeg file to PAL VCD using Nero. The overall quality is infact better than the source NTSC file (perhaps because of using the filter) but with one problem.

The video image is not easy to watch. It is as if the image is going dark and then bright and then dark.... etc. rapidly. I do not know how is this phenomenon is called ( I'm sure there would be a name to this). This effect is not too much, still if I look at the original, the eyes do not get tired whereas the with the new CD, the eyes are getting tiered after a while.

Is there is a way to avoid this phenomenon. Any help would be greatly appreciated.
