    In the Quantize Matrix tab on the Expert / Other Settings window there is a drop down box stating "Default". In this box is a CG/Animation option.

    Is this worth trying out for cartoons ?

    Yes. That's what it's designed for. The sharper edges and high contrast of animation, and CG will benefit from the custom matrix.

    DJRumpy has it right...
    I've been using this for animation that I've captured from VHS and it works REALLY well...

    I use the bitrate calculator and TMPGEnc settings recommended over here: http://dvd-hq.info/Compression.html

    has yet to fail me

    Most ignore them. They can affect your output in a very good way. I always suggest

    VCD: Ultra Low Bitrate (CCE only)
    SVCD/CVD: Very Low Bitrate (CCE only)
    DVD: "Standard" in CCE or "Default" in TMPGenc

    The "MPEG-Standard" can also be used for DVD. It would seem to lend itself to higher bitrates (high motion) video.

    The VCD and SVCD/CVD output in CCE looks excellent (for me at least), using those settings.
