When cutting SVCD files, many times the spot I mark to begin the scene and the spot I mark to end the scene are not even close to the fininshed result. In other words, if I mark the beginning of a scene at 3:00 into it and mark the end at 7:00 into it, sometimes it's several minutes off. I might get a finished scene that actually begins at 6:00 into the video and ends at 10:00 in...a full 3 minutes off of what I intended. This is maddening and I was wondering if anyone else had this problem and possibly had a solution.

TMPGenc can only cut at I-frames. You can find the I-frames in VDub and try to cut there. But the best thing to do is to use TMPGenc's source range to only encode the parts of your source that you want (this creates I-frames at the exact point you choose).
Editing MPEG files in general is a pain. Sorry but there's really nothing (that I know of) that you can do. -
Some I edit flawlessly and some just don't work. That's what's puzzling. Most of my SVCD's cut right at the point I choose in TMPGEnc, but some, especially lately, are, as I said several minutes off. I can underatand a second or two, or a few frames, but if I mark the beginning of my scene that I'm cutting out of the original video at 5:00 into the movie and the end at 10:00 into the movie and when I check the new scene I've cut from the original and find that the edited scene actually starts at the 8:00 mark of the orignal video and ends at 13:00 into the original. Well that just seems obscenely off doesn't it?
