I have no problem with the capture of video, editing, or conversion from AVI to Mpeg to VCD, but the Quality could be better. When I play the VCD on the TV, it looks somewhat boxy, especially when there is movement.
Any ideas why?

Do you mean blocky? If you turn up the Video Data rate or the performance this will lessen and sometimes eliminate the blockiness. Of course, it also depends on what standalone DVD player you to as to how the video looks. -
If you are using TMPEnc, then there is a soften block noise option on the quantive matrix tab. Also, try using the calculator and two pass VBR. It works great
