Hi,
I'm asking this for a friend,
he needs some card so that he can watch whatever he's doing on com that he can see it on tv,
does he needs a new video card with tv out or some other card
that can do this job

Yes, graphics card with tv out is the best option - Tru nVida.
You can also buy an adapter to change standard VGA signal into tv signal (S-video or something), but these are useually crappy and just as expensive as a cheep tv out graphics card.
If he wants to watch his pc videos on tv, the graphics card is a must.
If he wants to see normal windows screens, dont bother, TV's arnt sharp enough to read any of the text.
