I was wanting to know if TMPG would let you join 2 Mpeg clips (already encoded for DVD) without loosing any quality. I would like for them to just be joined. No encoding, no nothing. If so, how?

Yes it does very easy goto File -> MPEG Tools then goto "Merge & Cut" tab and you just add in your MPEG files to be joined. You can set the Start/End times of each MPEG and then the output filename.

With one proviso, which is that in my experience (admittedly limited) there is always a hiccup in sound quality at the join - normally a loss of sound for a second or so. This is true even if the files being joined are exactly similar in spec on bit rates & such like.
