After doing a few conversions with multiple trials and errors, I am running into one simple problem.
A few of the toons I am converting from Japan have sub-titles in them, which is wonderful on the computer, however, they seem to get cropped out when I convert them to VCD/SVCD and watch them on my DVD player. We love them but have not found a way to shrink the video while having a slight black border to stop the cropping from the TV.
Any help would be appreciated.

What are you using to convert the files. Knowing this will help in answering the question.

I have been using TMPGEnc and VirtualDub but the only thing I have been able to do successfully is 'crop' pictures and not seem to add borders. 'tis frustrating...

You can do this easily with the re-size filter in VirtualDub.
The following settings will squeeze the picture by 10 pixels top & bottom (change this to suit your needs).
For SVCD (NTSC) :
New width: 352
New height: 460
Tick 'Expand frame & letterbox image'
Frame width: 352
Frame height: 480
(Use the 'Show preview' to see the results).
For VCD (NTSC):
New width: 352
New height: 220
Tick 'Expand frame & letterbox image'
Frame width: 352
Frame height: 240
Then frameserve this to TMPGenc.
