Can anyone confirm if any of the recent or current Leadtek Winfast cards can capture from Pal60? That's what UK VCR's output when playing NTSC and I've heard these cards are good for realtime VCD encoding so I'm looking to change cards.

Ive got the Winfast TV2000 XP tuner/capture card, the TV selection available in its PVR software is NTSC/PAL/SECAM. A check on the hardware specs sheet quotes the same.

Well I'm gonna take a chance and order the 2000XP Deluxe as it's only £40 and there's a good chance it'll do what I want with the help of the generic bt8xx drivers here: http://btwincap.sourceforge.net/index.html and Descaler for capturing.
I'm just looking for a kind of "holy grail" of capture cards that'll do everything I want! -
I've got that card. It will capture what you want, plus it's can capture in a range of formats Mpeg !, mpeg 2, VCD, DVD, windows media and AVI
