I have a bin file but no cue. I think you can make a cue file in note pad but I'm not sure how to do it. If someone could help me on this I'd appreciate it. Thanks!

Do you know if this is a bin of a VCD??
If it is, the best way is to probably use VCDXRIP to extract all the files and PBC settings off the bin and then immediately use VCDXBUILD to rebuild the VCD into a CUE/BIN image.
This way, you can retain any menus or other things which may have been included in the original disc.

I have found that with Nero 5.4 you can burn just a .bin file. You run Nero, and close the wizard. Then select "burn image". Instead of selecting a cue file, you select your .bin file. This opens up a "Foreign image box"
that should have everything you need already selected-just burn. (I learned this because Nero reads cue files wrong-a single disc vcd file would be read as two files of equal length-and there would not be enough space on your disc)

it's definitely a bin of a movie...is it a DivX? Is it a VCD? Is it a SVCD...etc? I have no clue. Is there any way to tell?

well, if you do just burn the .bin file w/o making use of the index marks contained in the .cue file, then you'll end up with a 1-track only (S)VCD...
which is surely not compliant... whether it works on your equipment will be a matter of failure tolerancy... but be sure that some playing device may have problems with it
