When I open a DIVX (avi) file in TMPenc, I see under the file info that the resolution is 480x640 and the value for fps is 23976 (NTSC film).
Should I encode to SVCD using the NTSC film template (480x480 resolution) because of the pps value of 23976 OR should I use the PAL template to get a higher resolution of 480x576.
This should not be a problem I guess since the resolution of the DIVX source file is still higher. Is this CORRECT? Any other ways to get a optimal image-quality in this scenario?
Since my player does not support SVCD, I burn the mpeg2 file to VCD with the VCD compliant flag OFF.

I think you mean the avi is 640x480 NOT 480x640 (horz x vert).
Use NTSC if you are in the USA.
Everything else looks good.
