is the output to TV using the feed from a video card and sound card as good as a SVCD?

This depends on so many factors.
including.......
1) Quality of TV/out chip.
2) Quailty of video your are sending to TV.
3) Quality of the connection leads used.
If you get your setup right it can look good on your tv.
And you can video it using a VCR too.

It's REALLY good if you use the RBG output (or the DVI output) to a widescreen HDTV
