I got a NTSC video tape and use pinnale system's studio software to capture the avi file. Then I use Tmpeg's PAL template and high quality to make the mpeg. Then I use nero to make the vcd, but nero ask me to "reencode" the mpeg again then burn the vcd. However, when I saw the vcd in the vcd machine, the quality is not very good. Somehow the quality is not much different from normal one.
I want to know why nero need to reencode the mpeg and how to make the NTSC video quality better (or best)?

Ok, first question do you have a NTSC TV/DVD system or a PAL system. The US, Canada and Japan are NTSC; while Europe is PAL. You can not play a PAL source on a NTSC TV, or vice versa.
You said you encoded a PAL MPEG, but it appears you have a NTSC TV? Or is it that you have a NTSC source, that you want to convert to PAl? That requires different steps too. -

When you load a template, it sets everything up for the correct PAL VCD. If you change anything then the output mpeg will not be correct.
Load a template and convert, then Nero will not need to change anything. -

Let me make it more clear first.
I have a video tape in NTSC format and now I want to make a PAL vcd.
I also have a multinational video player (ie. can play NTSC, PAL)
I set the video tape player as NTSC source and capture it to my computer as avi file.
The next step I covert it by Tmpeg using PAL template and high quality.
Then I use that mpeg to burn a vcd by nero. However, nero said I need to reencode the mpeg as it is not compliance with the standard.
I reencode it as nero requested and the vcd can be seen on the vcd player but the quality is no as expceted high.
Now what I want to do is make a NTSC video tape to a high quality VCD for PAL system.
I am not sure what step I did wrong so nero need to reencode the mpeg.

If Nero complains, that is because you changed the settings in TMPGEnc. You cannot do that.
Load a template and convert, change "anything" and the output will not be exactly correct.
Telling a Burn program to ignore the error can make costars, or force it to re-encode

Actually the reason Nero complains is because you can only
use certain framerates with certain resolutions.
For example:
352x240 goes with 23.xx and 29.xx framerate
352x288 goes with 25 framerate
(this is for NTSC)
if you were to use 352x288 with 29.xx framerate Nero would
give you that warning window asking you to reencode or ignore the warning.
If you ignore the warning the VCD will still play fine on the PC but you are most likely seeing a small picture in one
of the corners of your TV screen.

In that case, could anyone tell me the exact steps to convert the NTSC video tape to PAL vcd (of course with high quality)?
