I get the highest quality capture using the ATI codec .VCR but I cant encode it with TMPGenc to get a DVD compliant file, and I get an error if I try to get DVD WS to encode it. Is there a way to do this? or am I better off just capturing with MPEG-2?

It is not possible,in ATI Media Library right click on .VCR file and choose "convert to MPEG-2".
