Is there anyway I can fix a GOP problem in a MPG2 without reencoding?

In general No is the answer. GOP structure is the result of the encoding process.
However, if you are using an MPEG-2 file for authoring SVCD, then you should not have a GOP problem.
What exactly are you trying to do and what is the problem?The more I learn, the more I come to realize how little it is I know. -
i'm creating a SVCD-DVD, and only one of the files has this problem, reeldvd is giving me this error:
Error : Number of fields (40) in GOP(# 293) or between sequence_header_code should be equal or smaller than 36.
and that's after i reencoded it with tmpgenc.
any ideas?

OK you are using SVCD material (well, almost) to author a DVD. In general it works, however your problem is that the encoding (of that file) doesn't follow the rules.
Explaining the problem is a bit lengthy, perhaps the best thing to do is suggest a cure.
In Tmpgenc, in Settings --> GOP Structure, select the following
settings (for PAL video)
1 5 2 1 15 (for progressive video). You should be fine with
1 5 2 1 30 (for interlaced video).The more I learn, the more I come to realize how little it is I know.
