Is there a program that would let me take the sound from MPEGs and convert it to a mp3?
If there isn't one program that will let me do that, does anyone know where i can find a guide to do so?

If you mean in 1 go, I don't know. Probably
But otherwise, take tmpenc, use it's tools, demux and save the sound as mp2 - then get something ilke dbpoweramp og goldwave (www.goldwave) load the file and save as something else, including mp3 if you have the plugins. -

then use HeadAC3he (free as well) to convert the mp2 file to mp3, wav,
ac3 or whatever you like. It's a great audio converter. You can download both programs in the tools section here or from doom9.org.
