I have followed the steps to make a vcd and an svcd. When I make my vcd, and play it on my dvd player, everything is fine; no audio sync problems, nothing. but when i turn it to an svcd, and play it on my dvd, every second it skips, it's so slow, and the audio is all messed up. what am i doin wrong?

Your dvd player may not be SVCD compatible, you can check here:
https://www.videohelp.com/dvdplayers
You may also try the famous header trick expliation and guide here:
http://www.vcdeasy.org/modules.php?name=_Guides&id=VcdTrick
Also just from personal experience your dvd player may not play 44Hz audio with mpeg2 video, you may need to convert to 48Hz
