I read over the "DVD copying methods" sticky, and it is to my understanding that if I have a single sided, single layered DVD, I can make a backup such that all the menus, audio options, and subtitle options will remain intact exactly like the origininal.
Here's my question:
I have a single sided, single layered DVD that is PAL encoded. I wish to make an NTSC DVD-r that is exactly like the original PAL, with all the menus, audio options, and subtitle options remaining intact exactly like the original.
Do the methods mentioned in the sticky still work just the same? Or are there any additional steps?

Yes, I have looked over those guides (and many others). The problem is that they don't involve the idea of starting with a PAL DVD and having the finished product (the DVD-r) be an NTSC DVD.
Guides that involve turning a PAL DVD into an NTSC DVD involve the sacrifice of the menus, and all options in the final product. I am interested in getting everything onto the NTSC DVD, not just the feature movie.
I know how to make an exact replica of a DVD (menus, options and all) that is single sided and single layered (just like the one in my question), but I don't know how to pull it off if i'm starting with a PAL DVD and I want to make it an NTSC DVD.
Does anyone know how I would accomplish this? -
I have no idea if there is a program that will do it. But I have an idea on how can be done with many programs. On this site, there is a SVCD on DVD guide. They used a program called DVD Patch (I think), which hacks the headers to make the SVCD look like a DVD. Now, it could be possible to do the same thing to the PAL video... hack the headers so it thinks it's NTSC. It's a long shot but it's better than nothing...
Or...
Demux the DVD to m2v, ac3, subtitles, chapters, etc. And run pulldown on the m2v and mux everything back again and *pray* it works

I'm gonna give a stab at it even though I don't have much experience with PAL videos.
I don't really think there is a single package solution in your case. I think you can demux the VOB files into its components (AC3 and Video) then use an encoder such as TMPGEnc and pick an NTSC Template and re-encode the whole video stream. And then you can use IfoEdit to put the video and audio together. I think it would be a time consuming task and in addition, you may even have to do the extras and may even lose the menu.

I thought things over and maybe I can simplify the problem a bit.
Let's assume now that I don't need the menus on the final NTSC DVD-r, but I do require english subtitles to be shown by default (the movie is japanese with removable english subs).
So now the problem is simply this: I want exactly what happens when you follow the guide to convert PAL DVD to NTSC DVD-r, BUT I also want the english subtitles to show automatically when the movie plays. No other menus or options need to be on the final DVD-r.
Do you guys think this is possible?

May want to try a std backup. There are quite a few players that will take the PAL frame rate and convert over to NTSC on the fly. Saw an R2 From England that played correctly on a "Area Adjusted" DVD player.
Else would need to change it over to NTFS { basically frame rate it up } then put all into a directory then run somthing like IC7 on it. -
well the way i made subtitles was i used vobedit and it removed the subtitles from the vob files and it made a sup. File. then i used ifoedit for the auther. worked great for me. there is a guide on here somewhere that shows you how to do it.
