Recently i bought 120GB 7200rpm ultra ATA/133 2 mb cache hard disk from Maxtor.
Now i see they released the new model with 8MB Cache. I was wondering the difference between 2mb and 8mb cache would help to encode videos faster in Adobe Premiere?

Anything that improves your PC performance could possibly improve the performance of a prticular application. Having said that, Video encoding is not particularly disk intensive so its probably not worth the extra as any improvement will be very minor.

The difference would probably be undetectable to you. The CPU is the main speed bottleneck.
