I have an mpeg2 file of my son's baseball game which I want to make into a dvd. It was a windy day and the humming noise is higher than the voice of the announcer. Is there a way for me to reduce the noise?

you must use a noise reduction process in a music editing program like cool edit, soundforge, wavelab or something else. the basic principle is that you take a sample of the sound you do not want and then tell the program to remove all similar sounds

This will work for the humming. Hum, buzz, steady hiss, etc. can be removed to some degree with these programs. But wind noise is constantly changing; you won't be very successful with this. Next time, use a windscreen.
