is there another program besides tmpgenc that can convert dv2 to svcd beause everytime i try to convert a dv2 file with tmpgenc, my computer restarts around halfway of converting the file. i am running windows xp

First, be sure you are able to open the DV-video.

While I also capture in DV (and so have DV to encode to MPeG), I still must claim that TMPGenc delivers very good results. I takes time, but it's worth it.
Your problem also could be due inproper configuration of your system. Some windows-systems (w2k, wXP) do have trouble to get 'awake' when after a while the 'auto-sleep' goes into action (this is, when nothing happens with the mouse and keybourd) while VGA and Harddisk-action mostly seems to be ignored as being 'action'. Disable this option (in desktop-properties), so the system stays 'alive' forever... But it also could be being some other problem.
