how to get rid of the black border from the top and bottom of the screen on my movie? It looks like a widescreen movie or something. is there a way I can stretch it?

Sounds like either your editing software don't have a NTSC/PAL option to stretch out your video or you didn't set it up.
I use version 2 of Video Factory from Sonic Foundry for primary editing. Its loaded with featues including one where you can pick either standard TV aspect ratio or wide screen amoung others. No black bands at top or bottom of video. VCD's fill entire TV screen as they should.
