hey i was converting a divx movie to vcd through tmpenc and somewhere through it it just stopped and said illegal decimal point! what is that? and how do i fix this corrupted divx so i can finsh encoding it!

Had this myself but never fixed it because in the end got a better version of the file.
I think it's to do with a bad frame. I tried various methods to cut it out but without much success.
One method maybe to select the range upto the bad frame in tmpgenc, turn that section into Mpeg etc then do the same for the rest after the bad frame and join the two mpegs together.
