How would I find out the bitrate of the Mpeg in an already authored disc ?

check if there is an svcdinfo file that contains information regarding the disk. It would be located int he extra folder of your svcd. If there is then anything you want to know you will find there.

You can find the bitrate of any MPEG1/2 file with bitrate viewer (download link in the Tools section).
