I have 700Mb home vid in AVI format, and are trying to use TMPEGenc
to convert to SVCD, for some reason it says estimated file size at finish
3000Mb, roughly 400% disc size and says it will not fit on disc ?
Any ideas please.

The size of the final mpeg file produced by Tmpgenc (or any other encoder for that matter) depends on just two things, length of movie and bitrate. Use a bitrate calculator to determine what bitrate you should use to fit the movie on one CD. If it requires going too low (less than 1500 would be VERY poor quality for SVCD) then split accross two disks.
One other thing comes to mind, if your avi contains VBR audio, Tmpgenc often calculates the length of your movie incorrectly. In this case either convert the audio to CBR or use Tmpgencs source range feature when encoding and set the end of the movie one frame from the end of the avi.
