I've successfully "mastered" copying movie DVDs to DVR-R and can play them on my DVD players. Now I want to capture movies from my tv tuner card and make them into DVDs. I use virtualdub to capture avi file, then tmpgenc to convert to mpeg2. Then what? Do I burn the mpeg2 to a DVR-R, or do I have to do further conversions to create the ifo and vob files that are on a typical movie DVD disk?

Right, the latter.
There are players that can play plain iso-mpeg1/2, but not many.
If you want the real deal, you got to author your dvd. Authoring software available as freeware too. So just click on:
