I made a MPG with Tmpgenc. The movie is 78 min long and is encoded at 1300 kb/s. The final size of the movie is 866 MB. When I try to burn this movie to a 90 min CDR with Nero it doesn't fit. I make a videoCD and I deselect Create Standard Compliant CD (because it's not encoded at 1150 kb/s), I also deselect CD-I and I'm using the latest version of Nero. When I start to burn Nero says the movie is 98 min long (which it isn't) and the filesize is 866 MB, then Nero asks me to overburn and after I say OK the filesize suddenly becomes 980 MB (probably because of the 98 min length). But now it doesn't fit on the CD, it fails at 97%. With CDspeed I've tested the CDR and it has space for 93 min so this is about right. I have burned VCD on 90 min CDR's before but with bitrate at 1150. So the question is why is Nero changing the filesize of this file and how to overcome this problem.

All that I can think of is have you set a limit? Go to File > Preferences and click on the expert tab.
Where it is ticked Enable Overburn... check that the maximum CD length is not set too low. Some trial and error could be required here to get your cdrw to over burn this particular file. My Nero is set to 99 min to accomodate 900mb discs, but you may have to go higher than that to "fool" your rw into putting the whole file on. Be very careful though.

Your situation would explain why Nero shows my mpeg1 files to VCD as a far lower size than they actually are when I ecoded a couple of films at a lower bit rate to fit onto one VCD.Cole -
Try demuxing with TMPGEnc then remuxing with BBMpeg. This should do it

Sorry, the BBpmeg trick didn't work still the same problem. And I set the overburning right or else it wouldn't start burning at all. I can't be the only one with this problem, can I?

Ok I found out what the problem was. In Tmpgenc under the system Tab I had chosen MPEG-1 System (automatic) as the Stream type. After I changed it to MPEG-1 Video-CD it did work. So I guess the first option makes another kind of MPEG and Nero tries to change it into a Video CD Mpeg and then it becomes larger than the file I was trying to burn.
Hope someone can benefit from me having had this problem en this solution -
