need to convert svcd mpg file to new mpg file

I need to rencode an mpg file from svcd to lower the resolution a little, tried Tmpgec, but it say that the file from svcd is unsupported, anyone know how I can accomplish this. The reason i want to do this is, my standalone player will not play it, that's why i want to reencde the file to standard svcd

there is the mpeg2 plugin for tmpegc, but its not in english and can't get it to work, anyone know of any alternatives?

Dont know if works but, Open it on Virtual Dub and use Frame Server or converting to avi and vcd again.
