  1. My mpg file has 23,97fps and plays strange in my computer and standalone dvd player (without continuous, like little drop frames). Is there a method to convert this video without recompress?

    Thanks

  2. If it is mpeg 2 video, then you can simply:

1 - demux video and audio

2 - run 'pulldown' program on the video to convert to 29.97fps

3 - mux video and audio back together.

If it's mpeg 1, I don't know, you may be out of luck.

converting 23.97fps mpeg-1 movies to 29.97fps mpeg-1 movies can be done by encoding it first to 29.97fps mpeg-2, with interlacing and 3:2 pulldown disabled, generating a purely progressive, 29.97fps mpeg-2, then, re-encoding the 29.97fps mpeg-2 to a 29.97fps mpeg-1. i've done this on several occassions with great results.

what i usually do when encoding to mpeg-2 is:

    1 - load the movie
2 - load the DVD template
3 - load the unlock template
4 - set the output rez to that of the original
5 - make sure interlace and 3:2 pulldown is NOT checked
    6 - change CQ to CQ_VBR 0-9000

    this creates a really nice looking/playing 29.97fps mpeg-2 which can then be easily re-encoded to a 29.97fps mpeg-1.

Like others said, if its mpeg2 and your making a svcd then just apply a pulldown.

If its mpeg1 just try burning it as a vcd. 23.976 is a supported framerate for vcds and all dvds are supposed to be able to play this, unfortunately not all do. If it does work though, not only will it save you the time and hassle of re-encoding, but it will also yield superior quality.
