Yes. You need QuickTime Pro and the MPEG 2 Export component that comes with DVD Studio Pro. You import the pic as an image sequence with the duration you want, and then export as MPEG 2.
I like systems, their application excepted. (George Sand, translated from French), "J'aime beaucoup les systèmes, le cas d'application excepté."

That's NOT what is meant by an MPEG still.
MPEG stills are just 1 single image encoded as a single I-Frame GOP, with a particular stream ID that signifies an MPEG still. What WiseWeasel is talking about is just exporting a timed picture sequence as MPEG video.

AFAIK, the only Mac app that could do this in software was the old Astarte's m.Pack. Even that was really meant/optimized for encoding MPEG stills for use with Enhanced (BlueBook) AudioCD's. There probably is hardware encoding of stills available with the Wired or SonicSolutions cards (don't know for sure though).

Maybe there's a port of some Unix GNU commandline tools...

  4. Try MissingMenuGen or VCD Builder.

  5. MissingMenuGen has a ReadMe on how to make a mpeg still for use as a menu. MissingMpegTools has all the routines needed. MissingMpegSlideshow can do it with one button click.

Here is a link to an online encoder, just upload you jpeg, select options, then download the mpeg still.
