I have figured out something. If you put a 4:3 divx to vcd, you will have black bars at the sides. Then because the vcd resolution is not the same aspect ratio as the monitor, in fulllscreen you will also get black bars at the top and bottom. Thus the final video in full screen has a 4:3 picure with about a centimeter of black bars on all 4 sides.
Is this a correct view of things or am i completely on the wrong track.

You seem to be confused slightly about DAR (display aspect ratio). VCDs only support a 4:3 DAR. DivX files are not 4:3, most are 1:1 (to play correctly on your PC monitor).
If your encoded MPEG is not 'full screen' it's because of the settings/options you used when you encoded/authored it. -
352x240 = 1.46:1 AR This is VCD
4:3 = 1.33:1 AR NOT VCD
So if you put a 4:3 file into 352x240, you will have black bars at the sides or else be slightly wider than 4:3, you pick. some time encode a VCD at fullscreen in tmpgenc and then play. You still have blackbars at the top and bottom, just not as big as on a widescreen film.

So according to that article when i play the file on a DVD player then it will strectch it vertically to fill the screen right. So what if i want to watch it on a computer. The way i always do it i go to center(custom size). For 4:3 movies i go to 320x240 and 2.35 movies i go to 352x150. Always looks the right aspect ratio on the screen. The 4:3 have small black border on all four sides, the 2.35 have large black borders at top and bottom. So what happens when i put this in a DVD player? it will stretch it verticallly out of proportion, thus rendering all my work usless. All i know is when i go to full screen(keep aspect ratio) it never comes out the same aspect ratio on the PC.
What is the best solution if i want to watch it on the PC and a DVD player depending on where i am at? -
Anybody? I just tested it to make sure. Selected Fullscreen in Tmpgenc and it still has small black bars at the top and bottom. So inorder to have 4:3 aspect ratio i must letterbox black bars on the side. It makes sense since the 352x240 is 1.46:1 not 1.33:1.

I´m converting .avi to vcd and always use 4:3 conversion (to fit in 352 x 240) and I always get the black bars only on top and bottom, never on sides (when play it on my Dvd) of course on tmpgenc I use Full screen(keep aspect ratio) because the only time I used Fullscreen it cut out part of the movie (both sides) to fit vertically on 352 x 240.

I get small black bars at top and bottom when i choose FULL SCREEN. This puts it too wide cuz full screen is with no black bars. It is because 352x240 does not equal 4:3. Can somebody make sense of this DAR stuff that somebody was talking about.

Ok i finally figured it out sort of. I put the vcd in a dvd player and bam sure enough it stretched it vertically. So basically i can make it shorter so when it gets streched by the tv it will be normal, or i can make it normal for computer viewing and it will get stretched on dvd player. This sucks. There has to be another way.

Okay, this is how I do it.
1. Go to File->New Project (Just to make sure you have a clean slate).
2. Go to "Load" (bottom right), and load the appropriate template. It was SVCD (NTSC Film) for me.
3. Load your .avi and .wav files (or just .avi in some cases).
4. Go to "Settings" -> Advanced and set the aspect ration to 16:9 (525 Line). This is what most DiVX files are I think.
5. Encode it!
