  1. Which mpeg encoder is the best for encoding DVD files into mpeg(VCD format) files?
    I have panasonic but it has a mediocore quality...

    Taste is subjectiv, you know. Panasonic and TMPGEnc are supposed to be the best MPEG-1 encoder for VCD.
    If you are not satisfied, consider to make SVCD. Here is CCE the best.

  3. For MPEG1 TMPGenc, for MPEG2 CCE. If nothing else CCE's 3-5pass VBR allow you to use really low bitrates and get near DVD quaility encodes (for a good source of course )
