does anybody know a good mpeg2 (dvd) bitrate calculator? for exemple with VBR, CBR, etc. and audio AC3, DTS, PCM, etc.

If you want to use FitCD for calculating bitrates for DVD-r, which I strongly recommend you do, then you will have to purchase the full version by making a small donation to the author. He will send you Fit2Disk and besides having DVD-r as an output format (I don't believe FitCD has this but I haven't used that version in a while) it comes with some very nice additions.
This program is definitely worth every penny. -
For the bitrate calculation no you don't need avisynth. But if you do use avisynth, Fitcd and Fit2disk have some great features for creating your scripts for you. It will analyze your actual pixel resolution to guarantee correct aspect ratio. This sounds trivial, but alot of commercial DVDs and other productions use generic aspect ratios which can lead to slight aspect ratio errors after resizing.
