Generally, yes. When you use VBR the encoder attempts to allocate the bitrate to where it is most needed, so it will apply less in flat, low motion scenes and use this bitrate saved to apply it in fast motion scenes. In
1-pass VBR the encoder is making these decisions as it encodes, relying on past data already encoded to make future decisions. Believe it or not, with 1-pass VBR the last half of the movie should be higher quality than the first half, because there is more data to analyze.

With multipass VBR the encoder scans the entire video first by making a test encode. It gathers all the information it needs first, then starts encoding. Of course there is always room for error so by scanning it again and again with additional passes the encoder gets more accurate information and further refines the allocation of the bitrate. According to CCE, the maximum level of efficiency is reached between 3 and 4 passes, so beyond this probably won't have any effect on quality. Also note that the first pass must makes the VAF file, so if you set CCE to 3 passes you are actually doing 4.

The benefit gained from additional passes is largely dependant on your source but generally, more passes will equal higher quality, if you can live with the longer encoding times.

Right. Each pass takes roughly the same amount of time. But the amount of time it takes to do the encoding stage will depend on how many total passes you have. So if it took 1 hr to do the vaf and you are doing 2 pass encoding (actually 3 including VAF) than it will take 3 hrs total.

I tried the dual gig but It didn't turn out as good I tought it would .
Older versions of cce I think aren't optimized for bridge support.
It also might depend on the type of bridge ( amd/intel ) and the version of cce you're running.
For me 2.53 with dual celerons didn't quit make double speed...
Anyone tired of his old DVD burner? Why put it into the trash? Contact me! :))))
