I have a avi that Im trying to encode to svcd, it has black borders at
top and bottom of screen. I'm using TMPGEnc plus to encode. How can
I get rid of the bars at top and bottom of screen when encoding to svcd with tmpgenc?

in the advanced bar check clip frame, add values and presto you're done.

will it still cover my whole tv screen, without stretching picture and distorting?

if you set the arrange to full screen it will. if it is wide screen it should be full screen (keep aspect ratio)
