Divx to big, please help

i like to create a divx but it is to big for 1 cd

the movie goes 88 minutes

how can i make it small ?

ffmpeg options are

video bitrate 1030
size 640x352
framerate pal (25)
codec xvid (mencoder)
audio:192 / 44hz

Bitrate:949
Audio: 128 48khz AC3
Quantizers: Min to 1 Max to 8


That should make it smaller. And one thing about Mencoder, its accuracy on file sizes isnt really good. It goes up or down depending on what happens during the material.
