If so then where do I change the bitrate? In TMPGEnc? And how does the higher bitrate effect the file size? Thanx

Answer: probably "YES", if the video is being starved of enough bits to render the video properly. (The reason I said "probably", is that if the video is not bit starved, then increasing the BR does not result in better video - for instance, a BLACK SCREEN (an extreme case, no doubt!) can easily be rendered at 500kbps. Increasing this BR to 5Mbps doesn't do anything but increase file size.)
File size (in bytes) is equal to:
(VIDEO_TIME_IN_SECONDS x BITRATE) / 8
So, it is easy to see that doubling the bitrate will double the file size.
Bitrate can only be changed by an encoder (CCE, TMPG, etc.).
