Take for instance two computers:
Comp 1- 2.7Ghz 512MB RAM (Memory running at 375Mhz)
Comp 2- 3Ghz 512MB RAM (Memory running at 333 Mhz)
Which of these will perform better??

It depends on what your doing, but for the most part mpeg encoding speed will speed up based on CPU. However now that I'm using DVD2ONE primarily the CPU isn't the weakest link any longer, but rather the hardrives are. Having a good RAID setup will bennifet when writing or reading large amounts of data from the hardrive.

I have the raid setup. 360GB of total HD space. Of option 1 or 2 which would u choose?

If your memory is so slow that it starves the CPU, your memory speed will need to increased. However, most memory nowadays is plenty fast for the processor (FSB > 100MHz).
So, your 3GHz machine will perform better (I'd say ~ 10% better).
There are things that can speed up encoding, by eliminating bottlenecks - like reading data from one physical harddrive and writing to another. Just bring up Windows Taskmanager and view the performance charts. You should see the CPU utilization at 100%, while your memory will be puttering along at around 10-20%.
