    CVD is just about the same as SVCD but w/ two major changes.

    resolution is changed to half DVD (352x480) & audio is 48khz instead of 44.1. So you could use any SVCD guide and manually change those properties

    If your using TMPGenc to encode I believe there is a template you can download in the tools section.
