tmpgenc problems

i have been following the tutaral on how to fit a dvd on to one cd as a vcd but all my videos end up being 1.099 gig in size and will not fit on a cd ,
I set tmpgenc for 100% of an 80min cd and it says that the file will be 799mb but ends up being 1.099gig
i have set it for 2-pass vbr as "the newbies guide to fitting a movie on one CD using TMPGEnc" says all settings are the same and i have made sure mpeg1 non standed is selected could someone please help

Be sure not to use version 2.59 of TMPGEnc.
There is a bug about mpeg1 non standard, corrected in 2.510, that make VCD as if they were standard.
