whats the best software for burning .avi movies as VCD?

You have to convert the .AVI to .MPG before you can
burn a VCD. You can use Nero 5.5 which will convert it for you, but it doesn't look all that great and it takes a long time to burn.
Use TMPGENC to convert the .AVI first then use either Nero or Adaptec(Roxie)Easy CD Creator to burn the CD. I use Nero...
It has a nice feature that will shutdown windows after the cd has been burned. Just in case you have a slow burner.

Of course, all of the software just mentioned can only be run under emulation (i.e. using Virtual PC), and TMPGEnc, great as it is, still runs very slowly inside an emulator. Plus, why would you burn CDs from inside VirtualPC (Easy CD creator, Nero 5.5) instead of using Toast straight from the Mac? Does Nero work if used that way? If so, what kinds of drives does it support? It might be kind of an interesting thing to experiment with if it could burn to my QPS USB CDRW drive and keep up the required data rate, but since even Toast's native recognition of my drive is flaky, I don't have a lot of hope for Nero-under-emulation.

Yes, It's called NeroMax and currently it's only available bundled with certain Yamaha 2x00 series CD/RW burners. Their web site said it was suppose to be available in June/July but email exchanges with them were vague and conflicting.

Well the available Mac Encoding software is so exspensive and so slow .VPC and TMPGEnc isn't all that slow ...and the quality is great! I've used it many times. It isn't possible to burn a CD using VPC and SCSI or IDE drives. It is however I've read possible to do with a USB burner so you could try this. However Toast 5 is really great! I use file sharing and transfer the file to the Mac side before burning in Toast5.
