Upon playing, on a DVD player, some VCDs that I had made, I noticed that the image on my TV was cropped when compared to viewing the MPEG file on my computer. All four sides had some of the picture hidden.
Is there a way to capture and process the files so that the full image shows up on the TV screen? I would not mind a black band on the top and bottom if that is what is required.
Why is the aspect ratio for a VCD legal MPEG different than the aspect ratio of TV sets?

The area at the edges of a television tube that is covered to hide possible video distortion. Overscan typically covers about 4 or 5 percent of the picture.
