Can I capture an avi movie playing on my DVD-Rom?
I have the pinnacle deluxe 8 but it seems that everything has to go thru it from the outside to be captured.

You are talking about ripping.
Read our ripping guides here.
Ripping is better than capturing for DVDs. -
Why on earth do you want to do that!?!? You gain nothing by doing it.
My God!%*&* -
Very naive replies. I want to play an avi in pal format in my DVD-Rom and capture it to DVD format for DVD burning without the encoding, rendering, and so forth. It seems to me that if you can play a video then there must be a way to record it at the same time. Seems quite natural to me.

Naive? I don't think so.
There are better and easier way to accomplish what you want to do. I assume you want to change theFPS of AVI clip from PAL to NTSC. It is very simple with Avisynth. With a recent computer and CCE SP, you can convert it to DVD compliant MPEG-2 faster than real time, my friend, with best quality possible. -
